HOUSTON — On a rainy, windy and frigid afternoon at Rice Stadium on Saturday, Frank Harris played like he was enjoying a carefree day at the beach. The University of Texas at San Antonio quarterback ran for three touchdowns, threw for two more and led the Roadrunners to a 41-7 thrashing of Rice, UTSA’s seventh consecutive win over the Owls.
