The correct choice should be "none of the above". Kerrville and Kerr County's biggest issue is public sector corruption, as we have more 21st felony convictions and incidences of malfeasance in our public sector than any other county in Texas. Until we are able to have open discussions regarding how we got to this point, any chance for improvement and progress is hopeless. Corruption and Boss Rule is the choke point we face. Our courts have been corrupted as per Karl Prohl, Ron Sutton, Amos Barton and others, and of course there is the overhang of Cailloux v. Baker Botts, which may go down as the biggest damaging event to business growth in the history of Kerr County. If one starts to connect the dots on the actors, the result is a circle. It is the same players over and over that have stunted growth and damaged the average working person in Kerr County.
