Marathon meeting covers lots of ground

Kerr County commissioners conducted a marathon meeting Monday on a range of topics, which included everything from financial matters to a “dog-friendly park.”
Extraterritorial jurisdiction update
Commissioners reviewed the status of an interlocal agreement with the city of Kerrville concerning subdivision rules and regulations in the extraterritorial jurisdiction.
They decided to conduct a workshop July 22 to prepare for a
July 29 meeting with the city.
While the matter has been an ongoing issue, Pct. 3 Commissioner Jonathan Letz said he believes the county and city are “conceptually in agreement” and expects a satisfactory resolution.
Weatherization program
Alamo Area Council on Governments Housing Manager Rose Jackson shared information on a weatherization assistance program.
The program, which provides energy conservation measures for low-income households, covers a 12-county region, including Kerr County.
Jackson said assistance is free for those who qualify.
Eligibility is based on household income, which cannot exceed 125 percent of low-income guidelines. However, because the program is expected to receive a boost from stimulus funds, the income guidelines will be raised to help more people.
So far, 89 households from Kerr County have been approved to receive assistance, which is doled out on a first-come, first-served basis.
Of the 12 counties in the program’s coverage area, Jackson said 15 to 20 percent of those who have received assistance are from Kerr County.
In other business, the Commissioners’ Court:
• Discussed planned construction of a building to house Adult Probation.
• Approved an updated Kerr County Indigent Health Care Policy to go into effect Sept. 1.
• Approved the appointment of election judges and alternates for a one-year term and the consolidation of polling locations.
• Approved a one-year contract for investment advisory services with Patterson & Associates.
• Approved the purchase of a backhoe for the Road and Bridge Department.
• Approved installing four “No Parking” signs at Brink’s Crossing on Center Point River Road and also at Waltonia Crossing on Kelly Creek Road.
• Approved the final revision of the plat for Headwaters Ranch Phase III, following a public hearing.
• Approved a request by the Grand Commandery of Texas, Knights Templar for a reduced rate for use of the Hill Country Youth Exhibit Center parking lot.
• Approved the 2010 Kerr Central Appraisal District operating budget. Pct. 4 Commissioner Bruce Oehler voted against it.
• Approved eliminating a part-time jailer position and adding a full-time clerk position at the jail.
• Approved renewing the Kerr County teen curfew for another year.
• Approved adoption of a resolution opposing the Clean Water Restoration Act.
• Heard a presentation on Kerr County’s 4-H program.
• Heard a presentation on the Kerr County District Clerk audit report.
• Set dates for four budget workshops.
